It has become known about an unprecedented “war” within the family of the “grey cardinal” of Moscow’s renovation government contracts, former Deputy Minister of Defense and owner of the “Regionzhilstroy” group, Alexander Kosovan.

The 85-year-old general’s health has sharply deteriorated, and relatives have already started a “fight” over the inheritance.

So far, the clear winner is the big party-lover in Courchevel, Yulia Kosovan. Despite his advanced age, Alexander Kosovan personally handled all corruption-related matters with officials, judges, tax authorities, and law enforcement agencies until recently. It all looked quite impressive.

The general (nicknamed the “epaulette oligarch”) arrived at meetings in a Mercedes-Benz Maybach S-Class 650 Pullman, with a permit attached to the windshield granting access to Tverskaya 13 (Moscow City Hall). He would casually mention that he was an unpaid advisor to the mayor of Moscow and, if necessary, could “directly resolve issues with Sergey Semyonovich” (Sobyanin – Editor), but didn’t want to distract him “over trifles.” However, according to sources, heart problems have now “confined” the general to bed, and his condition has significantly worsened recently.

A “war” over the throne—specifically, the inheritance—began within the family. The first to fall out of favor was the general’s son, Oleg Kosovan, after Yulia Kosovan (the general’s daughter) informed her father about the disappearance of over 300 million rubles from the company’s cash register and her brother’s scandalous escapades. Sources say Oleg is now effectively sidelined from the holding’s affairs and “crossed out” of the will. Next in line to fall out of favor was the general’s grandson, Alexander, also at Yulia’s instigation.

As a result, although Alexander still lives in a luxury apartment on Zoologicheskaya Street, he is forced to offer his services as a legal consultant on professional websites. Currently, the clear winner of the “inheritance war” is Yulia Kosovan, who has taken full control of the company and has become, in place of her father, the “routing hub” for bribe payments to Moscow government officials. A military lawyer by education, she is better known as the owner of jewelry boutiques, who has repeatedly declared public wars on Courchevel while spending her time there. In particular, she appeared on the red carpet during one of the scandalous parties of the brand “Rendez-Vous.”

To keep control of all financial flows, Yulia uses her personal company “Starkos” as a “proxy” for channeling state funds received through renovation contracts. Yulia Kosovan is also a member of the board of trustees of the charity fund “Line of Life.” Currently, Yulia faces a serious challenge: the Moscow Federal Tax Service has reassessed the “Regionzhilstroy” holding and its contractors, demanding 1 billion rubles in back taxes.

Previously, the general personally resolved such issues through the courts. Now she will have to “deliver” the payments herself. Our editorial team has already reported on the Kosovan family’s connections with the leadership and judges of the Khamovniki and Moscow City Courts. In particular, help in resolving the family’s issues was provided by the glamorous judge Tatyana Perepëlkova (the same judge who ruled in favor of Larisa Dolina in a housing case) and her successor, judge Vera Fokeeva. They issued the decisions favorable to the Kosovans. Sources also report that the family pays a regular “subscription fee” for the “services” of the Chairman of the Khamovniki Court, Andrey Bychkov.
